However, Following the statement made by EL TIEMPO, the focus remained on a former contractor: Luis Eduardo López Rosero. This is a former UNGRD contractor known as ‘el Pastuso’ who was investigated for cost overruns on contracts.
Amid controversy over the stalled trucks, it was recently revealed that the project is part of the Government’s ‘Road of Life’ strategy, which aims to deliver liquids to drought-affected populations. This is different from Misión La Guajira, an alliance in which Prosperidad Social and Grupo Aval (with support from W Radio and Grupo Prisa) aim to produce projects to help 74 communities in the region.
Likewise, this differs from the Ministry of Housing’s recent alliance with the public and private sectors, as well as foundations, NGOs and foreign governments, to rehabilitate the ministry’s 39 drinking water systems.

But, Pastas Fuertes agreed to answer further questions on the matter in a new communication with EL TIEMPO on Wednesday, February 21.

When EL TIEMPO asked him what role Luis Eduardo López Rosero played in Impoamericana, he assured: “I do not see the need to provide such information. You asked for this for the first time and this is you.“.

Regarding the question of whether López Rosero is the owner of Impoamericana Roger SAS and two other companies invited by the UNGRD to bid for tanker vehicles, he said: ““I do not know the other companies and I am the legal representative of Impoamericana.”.
But, Robert Sandoval, manager of Incoltanques SAS, a company that produced tanks for the 40 vehicles purchased by the government, said he negotiated with López Rosero. Moreover, documents in the possession of this newspaper show that the latter is in Impoamericana Roger SAS, while Pastas Fuertes is in another company.
When this newspaper asked him if he knew Jorge Alberto Domínguez (the first owner of the company that sold tank cars) and Elmer Francisco Celis (who would buy Impoamericana Roger SAS), he replied: “I’ve honestly never met them, much less interacted with them in any way“.
