On July 11, the State Duma adopted in second and third reading a law obliging banks to reimburse citizens for funds stolen from their accounts within 30 days. The document is published on the website of the lower house of the Russian parliament.

The law states the following: if the bank sending the payment received data on the transfer of funds without the client’s consent, but did not take them into account in its business processes and made a transfer to such an account, then it is obliged to return the funds stolen from the client in full within a month.

In addition, it is proposed to oblige not only the payer’s bank, as now established, but also the recipient’s bank to check transactions for signs of fraud, reviewing the database of cases and transfer attempts without the consent of the client. , which is maintained by the Central Bank.

  • The bill was submitted to the State Duma in September 2022. In April 2023, the Central Bank proposed setting a repayment term of two to three days, but credit institutions opposed it, since during that time it was impossible check if “the transfer is really fraudulent or the client is trying to deceive the bank.”
