Kommersant reports that the Russian television and radio broadcasting network (RTRS) opposed the separation of telecom operators in the frequencies of 3.4-3.8 GHz.
These frequencies, as stated by the corporation, are partially used to transmit a TV signal via satellite channels. The transmission of frequencies may interfere with the broadcasting of the first and second TV multiplexes.
Taking into account the RTRS built and introduced in the expected facilities, as well as the expected potential for creating expanded broadcast multiplexes, frequencies of 470–790 MHz are consumed for terrestrial digital frequency, for the proposed telecom operators for the development of the 5G standard.

In addition, a frequency of 3.4-4.2 GHz is used to deliver the signal via satellite links. Some of them are also distributed with the range that operators want to use for 5G.
Rostelecom considers RTRS fears unfounded. According to the company, “the transition to digital broadcasting freed up the amount of frequencies that RTRS has been in no hurry to give to operators for several years now.
