The authorities have proposed legalizing non-refundable rates in hotels, as they are already in force, including in air transport. According to officials from the Ministry of Economic Development, this will reduce the risk of underoccupancy of hotels and reduce the price of accommodation for guests by 10% to 15%.

The Ministry of Economic Development proposed legalizing non-refundable rates for hotel accommodation. RBC writes about the “roadmap” to transform the business climate in tourism.

The department also proposed allowing check-in at hotels without presenting a passport, using biometric data or a profile in state services, or another physical document: a military ID or an international passport.

The introduction of non-refundable rates will reduce the risk of underoccupancy for hotels and reduce the cost of accommodation for guests by 10-15%, the department believes. The use of a State Services profile by guests will exempt hotels from the obligation to send information about guests to the Ministry of the Interior.
