The Ministry of Digital Development, together with specialized software associations, has developed new rules according to which Russian software developers will be able to receive preferences in public procurement. This is reported by the Kommersant newspaper based on sources.

The Ministry of Digital Development proposed to divide the Russian software registry into two categories

The registration will have two categories:

  • One will include vendors demonstrating a “sufficient level of processing” of software based on open source components, ensuring compatibility with domestic processors and browsers, and providing training to users. These suppliers will be able to enjoy all the preferences: tax and non-tax benefits.
  • For the software in the second part of the registry, only the tax benefits will be retained.

The changes are expected to take effect in the first quarter of 2024.

According to current rules, for software to be included in the registry, its owner must be registered in the Russian Federation, Russians in the company must own 50%, and the amount of payments to foreign copyright holders should not exceed 30%.

Additional software requirements are set out in Resolution 325. The current version of the document does not contain requirements on open source processing, compatibility with domestic processors, and others.
