In 2023, the rules of communication between collectors and debtors were tightened, but no sanctions were established for their violation. The Ministry of Justice proposes to fine organizations up to 2 million rubles, and individuals up to 500 thousand rubles, writes Izvestia.
The bill also provides for fines for collectors for non-compliance with decisions of executive authorities to limit methods of interaction with the debtor: for individuals from 50 thousand to 100 thousand rubles, for legal entities – from 200 thousand to 300 thousand rubles.
Innovations will help improve mechanisms to protect citizens’ rights against unfair practices in the payment of overdue debts. In addition, the conditions for administrative punishment will appear, the explanatory note states.
The document was prepared in connection with the 2023 amendments, which also tightened the rules of communication between creditors and debtors, the message emphasizes. This regulation came into force on February 1, 2024.
On May 1, 2023, the debt of citizens to banks exceeded 30 trillion rubles. In the first quarter, the number of bankrupt citizens increased by 40.3% (up to 76 thousand people) compared to the same period in 2022.
