Experts named Russia one of the most favorable countries for the development of artificial intelligence. Although in no country the legal framework covers the entire cycle of AI-based services, self-regulation of industry development is being developed in Russia, which is the most optimal mechanism for minimizing risks.

Russia is one of the most favorable countries for the development of generative artificial intelligence technologies. This conclusion is contained in the results of a study conducted by the Yakov and Partners agency and the Alliance in the field of artificial intelligence.
Along with Russia, the first group of countries favorable to the development of AI included the United States, Israel, Singapore and the United Arab Emirates. They provide adequate conditions for development and attraction of investments.
Experts noted that no country yet has an adequate regulatory framework to cover all life cycles of generative AI.
“This is due to the fact that there are no generally accepted rules for risk mitigation, so countries are gradually introducing and testing requirements at those stages that they consider risky,” the study results say.
Based on an analysis of global practice, analysts named several main risks in the development of AI technologies: an increase in the volume of low-quality content generated by AI, potential harm from false answers, a negative impact on the labor market , digital fraud and violation of ethical standards.
Experts cited self-regulation of the AI industry, tagging of generative content, and increasing the population’s digital and legal literacy as key ways to minimize risks.
