- Bank commission for housing and communal services payments cancelled For parents with many children, pensioners, disabled people, war veterans, relatives of deceased war veterans and participants of the Second World War, the banking commission for payment of housing and communal services was abolished. The measure is expected to reduce the financial burden and provide social protection.
- Anti-terrorist protection of facilities has been strengthened. For non-compliance with the requirements, criminal liability has been introduced.

- The extrajudicial bankruptcy procedure is simplified — citizens cannot submit some certificates in paper form. Through the system of interdepartmental electronic interaction, the Federal Tax Service will begin requesting data on receipt of a pension, from the FSSP and the SFR – on the deadline for issuing the writ of execution and its non-compliance, and from the SFR – on receipt of benefits in connection with the birth and upbringing of a child.

This method of privatisation will replace the sale of properties without announcing the price and will be used if the sale is not carried out by public offer. A document for a child under 14 years old will cost 3 thousand rubles (instead of 2.5 thousand before). The state fee for issuing a residence permit to a foreigner will cost 6 thousand rubles, for permission to attract and use foreign workers – 12 thousand rubles.
- Enforcement proceedings will close faster after the requirements have been met or the debtor has been declared bankrupt. Previously, the process took several months, as the deadline was not regulated by law. Following the changes, it will be reduced to three business days.
