The government has approved a list of programs that must be pre-installed on devices sold in the Russian Federation. There are 19 of them, including the paid service Mir, Gosuslugi and the Russian app store Rustore.

The list of mandatory pre-installations on devices sold in Russia included 19 applications. The Government of the Russian Federation approved the list and signed the order.
In particular, on smartphones you will need to reinstall the Mir payment system application, the State Services service and the Rustore store. You will need to install an antivirus, web browser and office software on computers and all-in-one PCs.
The law on mandatory pre-installation of certain programs on smartphones, all-in-one PCs, computers, tablets and smart TVs has been in force in Russia since April 2021. The list of applications required for pre-installation is compiled by the Ministry of Digital Development.
