Deputy Chairman of the State Duma Information Policy Committee Anton Gorelkin explained the rules for identifying bloggers with an audience of more than 10 thousand people on social networks who are not listed in the Roskomnadzor (RKN) register. The deputy published his explanations on his Telegram channel.

Gorelkin clarified that the owners of pages and channels on social networks that are not in the RKN registry do not need to go through the identification procedure. This record includes platforms such as Twitch, LiveJournal, Zen, Yappy, YouTube, Telegram, Likee, Pinterest, Rutube, VKontakte, Odnoklassniki, TikTok and Pikabu.

The deputy also emphasized that the absence of a social network in the Roskomnadzor register does not mean an automatic ban on advertising on the pages of bloggers operating on these platforms. “The ban on advertising of blocked resources in the Russian Federation will be regulated by a separate law and its project has already passed the first reading,” he noted.

  • In July, the State Duma passed a law prohibiting advertising about the resources of extremist and undesirable organizations. The advertiser and the advertising distributor will be responsible for violation of the law.
  • In August, Vladimir Putin signed a law requiring owners of blogs and channels with more than 10,000 subscribers to report to Roskomnadzor. Those who refuse to provide information about themselves will be prohibited from posting possible ways to sponsor the owner and channel.
  • On November 1, a form for the registration of owners of channels and pages on social networks with more than 10 thousand subscribers appeared on the State Services portal. After identification, Roskomnadzor will add them to a special list.
