The authors of the organization Reporters Without Borders clarified to Apple why it continues to remove media applications and VPN services in Russia, although it has greatly reduced its activities in the country.
The company stated that otherwise their business would be at risk:
Failure to comply with legal requirements may result in Apple no longer being able to support the App Store or distribute content in the country. The US Government encourages the provision of communications services to citizens, as long as the availability of these services is structured in a manner that respects democratic agreements.
