Banks opposed free transfers of up to 1.4 million rubles. In August, a bill proposing a zero commission was submitted to the State Duma. The organizations assume the cost of carrying out a transaction through the payment system or through the SBP.

Fees for financial organizations range from 8 to 20 rubles per operation. The conclusion of the National Financial Market Council (NSFR) was sent to the State Duma, the Central Bank and the Ministry of Finance.

Each bank will have to decide for itself how to make up for the revenue shortfall. Options can range from higher loan rates to higher fees for other payment services.

The council recalled that when banks were limited by card payment service fees, organizations had to cancel refunds. And they returned only after the lifting of restrictions.

The explanatory note of the bill itself says that the reduction to zero of the commission will prevent the appearance of protective conditions for transferring a deposit from one bank to another. At the end of 2021, the director of the Bank of Russia, Elvira Nabiullina, spoke about such an initiative.
