The Russian Union of Industrialists and Entrepreneurs (RSPP) proposed the creation of a national coordination center for the protection of the rights of entrepreneurs instead of the position of corporate ombudsman under the president, Vedomosti writes.
- The RSPP drew up a bill according to which the business ombudsman under the president will be replaced by the national coordinating center for the protection of the rights of businessmen. The head of the supervisory board of the center will be Vladimir Putin’s special envoy for the protection of commercial rights.
- The initiative, in fact, implies the merger of the existing institution of commissioners for the protection of the rights of entrepreneurs with the ANO “Platform to work with the resources of entrepreneurs” and the digital platform “For Business”, where entrepreneurs They can report pressure. .
- The national focal point should function as an autonomous non-profit organization (ANO), and the founders should include business associations and Russia.
- The national center is expected to form a supervisory council of representatives of state authorities and business associations. The Supervisory Board will consider and summarize proposals to eliminate “systemic problems” in the regulation of business work, establish a procedure for filing and considering business complaints, and approve a report to the president on his work.
- The president of the council is approved by the president for a period of five years; the same person cannot be president for more than two consecutive terms.
Boris Titov’s term as Commissioner for the Protection of the Rights of Entrepreneurs under the President of the Russian Federation expired in June 2022, but a decision has not yet been made on who will replace him.
Titov himself told Vedomosti that the institution of the commissioner for the protection of the rights of entrepreneurs should not lose the status of a state institution and the powers that are given to it by the relevant federal law. He did not agree that the creation of a separate ANO would increase the status of the defender of the rights of employers.
