The Ministry of Industry and Trade sent materials to the Investigative Committee about possible fraud by Avtomatika Concern JSC, which is part of Rostec, writes Kommersant. The department, with the help of law enforcement agencies, intends to return 300 million rubles, which were allocated to the company for the development of satellite communications.
The company received about 300 million rubles in compensation for the creation of antenna systems to provide satellite communications in automobiles, trains, airplanes, and water transport.
The agreement between the Ministry of Industry and Trade and Avtomatika on the provision of subsidies from the federal budget to cover part of the costs of “creation of a scientific and technical reserve for the development of technologies for the production of priority electronic components and radio-electronic equipment” it was concluded on June 15, 2021.
According to the document, from 2021 to 2024, the company would receive a subsidy of 400 million 746 thousand rubles in various payments. The funds were to be paid within the framework of the project “Creation of a line of antenna systems for satellite communication stations.”
The agreement implied that the company itself would develop hardware and software devices to provide broadband access for satellite communication stations on mobile objects.
These systems should provide passengers with fast internet, including over Wi-Fi.
As Oleg Yevtushenko, CEO of Rostec, noted, in 2021, one of the samples was already tested on a passenger train car. He indicated that advanced technologies were used in the development of the systems.
In August of last year, the state corporation presented the entire line of antenna systems. And in 2023 mass production was expected.
As the Ministry of Industry and Trade found out during an audit last spring, Avtomatika used software bought in China, the source codes of which the company does not have. In addition, the components of the entire system turned out to be imported, which violates the terms of the agreement.
The department itself confirmed that the verification was carried out, but did not specify its result.
