Such a bill is scheduled to be submitted to the State Duma in the near future by a group of A Just Russia – For Truth deputies, headed by Sergei Mironov, Izvestia writes.

Now, according to the law “On the Protection of Consumer Rights”, if the purchase is refused, the seller must return the amount paid to the customer. However, shipping costs are an exception. Separate requirements govern situations with low-quality products, in which case all costs are borne by the seller. If the goods do not fit for other reasons, the distribution of costs is determined by the contract.

Sergei Mironov noted that individual sellers arbitrarily set a fee for refusing products. And the proposed measure will put those sites on an equal footing with the others.

In a normal store, no one charges money to try on, but when it’s sold online, sellers make money from it. The new requirements will increase consumer confidence in the e-commerce market, said Dmitry Gusev, first deputy chairman of the State Duma Control Committee.

  • One third of consumer complaints to the Rospotrebnadzor regarding purchases of goods in 2022 were related to the activities of the markets. In this sense, a working group was created that will develop a more effective mechanism to consider the requests. Complaints related to sellers refusing to refund an item within seven days of purchase will be given priority. Likewise, special attention will be paid to situations in which the consumer has had to pay for the return of defective items.
