The Eurasian Economic Commission (EEC) is considering the issue of amending the EAEU Customs Code. This will affect marketplaces, which will pay 20% of the budget for goods from foreign sellers. In particular, electronics distributors from China.
The initiative was proposed by the Belarusian side, it was supported by Kazakhstan: since 2022, these countries have introduced VAT on e-commerce products coming from abroad. The draft amendments are ready, the Ministry of Industry and Trade told Izvestia.
Now foreign sellers do not pay taxes and their products are cheaper, Wildberries said in a letter to the Ministry of Economic Development. The company asks not to establish a new rate, since “the initiative may have a negative impact on mutual trade between countries.” Social activists support the introduction of VAT: such a step will equate foreign sellers with Russian manufacturers.
- In 2022, the Russian Chamber of Commerce and Industry proposed to abolish the payment of VAT for companies on advance payments from buyers. This should help the business community make better use of working capital and greatly simplify VAT administration.
