This was especially helpful for guests who were able to enter a 4-digit PIN into the app displayed on the screen. To enable this feature, Chromecast emits a unique Wi-Fi and Bluetooth beacon; so that nearby phones can detect nearby phones and broadcast content to the device, even if they’re on a cellular or other Wi-Fi network.

However, Google has been slowly removing this feature in recent months. The support document states that guest mode is no longer supported and guests can only broadcast when connected to the host’s Wi-Fi network. The mode button has also been removed from system settings and the Google Home app.
