On 10 August, Wallace reportedly sent a letter to his American colleague, Lloyd Austin, stating that London was willing to renegotiate the agreement to purchase 14 heavy military transport helicopters. However, at that time the British government was still discussing this issue and no final decision had been made.

Wallace’s move was viewed by the British government as potentially dangerous to relations with the United States, and some cabinet members viewed it as an attempt to anger the Americans.
