The Minister of Development, Telecommunications and Communications Maksut Shadayev said that the Ministry of Digital Development expects to agree with Samsung and Apple on the pre-installation of the Russian RuStore application store on smartphones sold in Russia.

Samsung will be offered a scheme in which the application is provided based on the region of use. Apple is doing the same thing right now.

We see that we have prospects to reach an agreement with all device manufacturers who import them not as part of parallel imports. We also hope to have an agreement with Samsung and Apple.

Yes, we Samsung offer such a model. We offer them now when you activate the offer on your device or automatically pre-install these apps. If the user has selected Russian as the language and Russia, it should be the same as on iPhones.

On iPhones, this continues to work, that is, Apple, in this sense, continues to fulfill these obligations. Now we are discussing the expansion with them, while they have the first package pre-installed.

— Maksut Shadayev

Shadayev noted that the requirements for pre-installation of Russian applications now reach 75% of devices sold. In the near future, the issue of RuStore will be discussed.

The department noted that open gadgets are less attractive to consumers, besides, they immediately fly off with guarantees. The Ministry of Digital Development believes that “users will probably not forget to buy such a phone. And even if they buy such a phone, they will obviously return to the factory settings, because it is not transparent for them that a specific engineer is installed in a specific (retail) network.” [Интерфакс]
