Roskomnadzor has developed criteria for assessing restrictions on access to people, violations with ways to bypass blocking, and intends to begin using them on March 1, 2024.

The new draft order of the RKN talks about the criteria for compliance with “information on ways, methods of ensuring access to information resources and (or) information and telecommunication networks, access to which is limited on the territory of the Russian Federation.” If at least one of them is a resource violator, the department will include the entire site or enter its page into the register.

The criteria include the availability of information:

▪️ description of actions to gain access

▪️ giving an idea of ​​the ways and methods of providing access

▪️ additional power consumption, access methods

▪️ Aimed at studying methods of use, methods of bypassing blocking.

▪️ justifying the advantages of using these methods and methods.

▪️ a proposal to gain access to information and (or) information resource, including a program for electronic computers (computers – IF), allowing access

▪️ availability of information that provides the opportunity to gain access, including the transfer of download programs for computers

These requirements do not apply “in scientific, scientific-technical and statistical information on ways and methods of providing access to information resources and (or) information and telecommunication networks, access to which is limited on the territory of the Russian Federation.” [Интерфакс]
