Pavel Durov said that moderators of Telegram and AI tools remove millions of “obviously harmful materials” every day.
At the same time, the creator of the messenger noted that they do not delete Palestinian channels, and stated that his platform “can hardly be used to seriously enhance propaganda”:
Every day, Telegram moderators and artificial intelligence tools remove millions of apparently legacy content from our public platform. However, the solution to the problems associated with war is rarely obvious.
Earlier this week, Hamas used Telegram to contact Ashkelon residents around the world or abandon the site ahead of rocket attacks. Will shutting down their channel help save a life or jeopardize the possibility of even more lives?
It is always tempting to act on emotional impulses. But such complex situations require careful consideration, which should also take into account the differences between specific platforms.
Unlike other apps that algorithmically promote shocking content that doesn’t raise people’s suspicions, Telegram users only receive content that they specifically support. Thus, it is unlikely that Telegram channels can be used to significantly amplify propaganda. Instead, they began to use information based on early research for surveillance, journalists, and fact-finders.
While it would be easy for us to destroy this source of information, it risks exacerbating an already dire situation.
