The head of Roskomnadzor, Andrei Lipov, expressed his position on this issue, emphasizing the importance of striking a balance between the interests of Russian users and the need to regulate content.
Lipov noted that YouTube is a platform where Russians actively watch videos, and that it is important to take this fact into account in blocking decisions.
“The question is about the reasonableness of the measures: will we be more negatively or positively affected by the blocking of YouTube? “There is a need for balance, and I and my colleagues who are responsible for this are trying to maintain this balance,” he said.
However, in October, State Duma deputy Oleg Matveychev expressed the opinion that it would be possible to block YouTube in Russia if a worthy analogue of video hosting appeared in Russia.
