The Ministry of Digital Development has prepared a new version of the bill on anonymized data: it assumes that companies will transfer sets of personal information to a unified state system in an already processed form. Forbes reports this with reference to the document.

This means that personal data operators will have to bear the costs of anonymizing the data themselves.

Experts interviewed by Forbes could not estimate the costs of these procedures and only noted that the creation of the state system itself may require “hundreds of billions of rubles.”

  • The original bill on anonymized data was adopted in first reading in March 2021. The document states that a company can freely use an individual’s anonymized data if it receives their consent. This bill did not reach the second reading, the Ministry of Digital Development rewrote it several times.
  • The department developed a new version of the bill in the summer. It provided for the creation of a state information system (GIS), in which, at the request of the regulator, personal data operators must provide data on their clients, employees and counterparties.
  • It was planned that government agencies and organizations subordinate to them would have access to these data packages, which would be generated according to certain criteria. And after three years, other organizations and individuals approved by the government commission can request access.
  • In the new version, it is assumed that the responsibility for anonymizing data will fall on the organizations themselves, and the GIS will deal only with its aggregation and providing access to government agencies.
  • At the same time, in the text of the document there is a clause according to which the GIS itself will anonymize the data if the organization does not have the technical ability to do so. The amendments are expected to come into effect on September 1, 2024.
