Russian state-owned companies must switch to Russian operating systems, office packages and antiviruses by January 1, 2025, and national database management systems (DBMS) by 2026. The recommendations were prepared by the Ministry of Digital Development , as Vedomosti discovered.
The requirement to replace software applies to state banks, the agricultural sector, telecommunications, industrial, transportation and energy companies. The list is regulated by government decree No. 91-r of January 23, 2003.
According to the Competence Center for Import Substitution in the Field of Information and Communications Technologies, in 2023 the share of domestic software in procurement by state-owned enterprises was 87.1% in quantitative terms and 54 .2% in monetary terms.
