The legislative initiative provides for the introduction of a limit of 25% of the volume of all online sales of the previous financial year for markets, Kutepov explained.

The Ministry of Industry and Commerce, in turn, supports measures to strengthen the regulation of electronic commerce. But changes in legislation should be drawn up within the framework of the draft law on the rules of online trade already submitted to the State Duma and with the participation of businesses, says Deputy Head of the Ministry Viktor Evtukhov.

The Association of Internet Commerce Companies, which includes Ozon, Lamoda, Yandex.Market, Wildberries and other players, called the initiative excessive and harmful. As AKIT President Artem Sokolov noted, the proposal is not justified from an economic point of view and will have a negative effect on both the development of small and medium-sized businesses and buyers.”

In early January, FAS director Maxim Shaskolsky called Ozon and Wildberries dominant in the market. In his words, the companies together occupy 80% of the market. However, since there is a moratorium on scheduled inspections of IT companies, the service expects marketplaces to voluntarily remove violations.
