Petr Ivanov, deputy director of the FAS, listed the claims that the service has against Yandex Taxi. In 2023, the department received more than 300 complaints related to the cost of trips and the blocking of drivers and passengers from the service, Izvestia reports.
Due to the blocking, the service sent a letter to Yandex Taxi demanding that the documents cover possible violations and measures accordingly in more detail.
The FAS believes the company should reduce commissions and other payments charged to carriers to a “competitive level.” Drivers currently pay about 28%, a rate the department considers “too high.”
Another complaint is that the company “does not fully disclose” the pricing algorithm for taxi services.
Yandex Taxi did not comply with the requirements of the FAS regarding the blocking “in full.” The company also did not reduce the commission at the request of the department. The FAS continues to scrutinize the pricing practices of aggregators, but until the end of this year there is a moratorium on inspections of accredited IT companies.
- At the end of 2023, the FAS recognized Yandex.Taxi as the dominant service in the markets of the vast majority of Russian regions. Abuse of this provision may result in appropriate antitrust action.
- In February 2024, the agency again announced the aggregator’s dominant position. At the same time, the service clarified that the possibilities of conducting an antitrust inspection of the service are limited by a moratorium on commercial inspections.
