  • Putin announced the launch of a new national project: “Data Economy.” To implement it, 700 billion rubles will be spent in 6 years.
  • Russia will abandon the moratorium on business inspections from January 1, 2025, Putin said. Instead, they will implement a risk-based approach.
  • Putin ordered to modernize the tax system and give it a new form until 2030. It is proposed to introduce a differentiated tax system in the Russian Federation.

  • Starting from 2025, for companies moving from a simplified to a general tax system, a gradual increase in taxes will be provided. A small business will be able to take a credit holiday for six months once every five years and its credit history will not deteriorate.
  • The government has been instructed to develop an amnesty for small businesses that were forced to use tax optimization programs. There will be no fines or new tax calculations for them, Putin promised.

  • By 2030, the volume of investment in key industries of the Russian Federation should increase by 70%; the volume of the Russian stock market should double by 2030 and reach 66% of GDP; The capitalization of the Russian stock market should also double by 2030.

  • It is proposed to launch a “savings certificate”. Money can be deposited for a long period of time and will be insured for up to 2.8 million rubles.

  • The Head of State also instructed to provide support measures to companies and startups that work with Big Data and create software.
