The average working day in Russia in 2023 increased to 7.17 hours, the highest in almost 20 years. During the year, on average, one worker worked 1.77 thousand hours, which also became a record figure. RBC writes about this with reference to Rosstat data.

Experts attribute this to labor shortages. The longest working day last year was for representatives of the fishing and fish farming sector – 8.21 hours, and the shortest for employees of air and space transport – 6.14 hours.
The increase in working hours is accompanied by an increase in the number of overtime hours. Last year, the average processing time increased by 3 percentage points, to 31%. In most cases, teachers, doctors, drivers and skilled industry workers reported working overtime.
The length of the working day was affected not only by “chronic” delays, but also by the increase in the number of work contracts with irregular hours.
According to labor legislation, the working day cannot exceed 40 hours per week, generally five eight-hour working days. A reduced deadline has been established for some categories, including workers in hazardous industries, transportation, pregnant women, etc.
Rosstat data on the average working day covers the list of employees of organizations without taking into account small businesses. They are provided by a legal entity in the prescribed form.
Working time is the time during which the employee actually performed his or her work, taking into account overtime, business trips, as well as work on weekends and holidays, both at the main place of activity and at a combined activity in the same organization.
Vacation, sick leave, and downtime do not count toward actual time. The average number of hours worked is calculated by dividing the total number of hours worked by employees by the average number of employees.
Maxim Pavlov, managing partner of development outsourcing at KTS, previously spoke with RB.RU about the reasons for overtime, its impact on the company’s productivity and how to deal with it.
