The Central Bank has added SPB Exchange to the register of digital financial asset (DFA) exchange operators, as evident from data on the Central Bank website. At the beginning of summer, the Bank of Russia included the platform in the register of information system operators, thanks to which the exchange was able to provide other organizations with its infrastructure for the issuance and circulation of digital rights.

On January 30, the first digital rights issue took place in the information system of the St. Petersburg Stock Exchange. Then the Carbon Zero company became the issuer, and Sovcombank acted as the buyer.

Participants in the DFA registry of exchange operators can, when carrying out transactions with digital financial assets, interact with various information system operators that issue digital rights. As the regulator points out, this mechanism “increases the investment attractiveness and liquidity of the financial product.”

The first organization included in the DFA register of exchange operators was the Moscow Stock Exchange. The trading platform has been listed since August 3, 2023.

The St. Petersburg Stock Exchange has not traded foreign securities since November 2023, when the platform was subject to US blocking sanctions.
