In all regions, operators are prohibited from placing base station communications near (50–100 meters) residential areas and social facilities.

As MTS Vice President for Interaction with Government Agencies Andrei Rego said, such restrictions already exist in the rules of the Moscow region. Since the end of 2023, they have been introduced in the Kostroma, Penza and Vologda regions, and now an effective effective parameter in St. Petersburg.

MTS says that if such a decision is made, “communications in the central part of the city may disappear completely.”

Violation of the rules for installing basic documents will result in administrative liability. The Ministry of Digital Development said that “the issue of restrictions on communication of construction networks near residential buildings and social facilities is being discussed with countries, regions and interested departments.” There they gave “a detailed study of all cases on this issue.”
