The Ministry of Industry and Trade proposed to tighten the requirements for the inclusion of mobile operating systems (OS) in the Russian software registry. This is reported by RBC citing Vladimir Dozhdev, director of the department of digital technologies at the Ministry of Industry and Trade.

According to Dozhdev, it is necessary to strengthen the verification of mobile operating systems and carry it out “on the entire front of classes, risks and threats that may arise when using open architectures that are actually controlled by foreign developers.”

The representative of the Ministry of Industry and Trade is confident that we should focus on the secure mobile operating system that exists in Russia.

The Ministry of Industry and Trade also added that it intends to tighten the requirements for open source mobile operating systems.

What requirements must be introduced, depending on the department:

  • requirement that the operating system not contain foreign components;
  • the requirement for developers to independently confirm the possibility of technical support and release of new versions of all system components;
  • the requirement to confirm compliance with all information security standards imposed by regulators.

It is planned that the requirements will be extended to operating systems used in critical information infrastructure facilities (communication networks and information systems of government agencies, energy, finance, transportation and various other enterprises), as well as to software systems and hardware for government needs.

An RBC source in the IT market reported that Rostelecom is pushing for the initiative due to the legal risks of developing a mobile operating system based on the AndroidOpen Source Project (AOSP).

In April, Rostelecom, owner of the Aurora operating system developer, began studying the legality of using AOSP. The company requested an opinion from a US law firm on possible risks and found that they existed.

The interlocutor of the publication also points out that another problem is the possibility of creating an operating system with open source “with little effort”, and then it will become a competitor to Aurora.
