The Convention was developed over five years by a special UN committee and aims to strengthen international cooperation in the fight against cybercrime and hacking. However, it has come under intense criticism from human rights groups such as Human Rights Watch (HRW) and the Electronic Frontier Foundation (EFF).
According to the second view, the Convention is too broadly drafted and therefore flawed and, in some places, even questionable for adoption. Human rights activists have expressed particular concern about the restrictions on freedom of expression and privacy in the current version of the document. In this regard, Cisco called for a review of all provisions of the Convention and correction of its shortcomings before further voting procedures.
Eric Wenger, Cisco’s senior director of technology policy, supported some of the human rights groups’ arguments in his message while also criticizing the document.
