They are ready to hear comments and suggestions on the document until September 17 inclusive. As for the cost of the policy, the Central Bank of the Russian Federation announced the need to increase the tariff by 11.57% in both directions for public transport: trolleybuses, trams, buses that regularly transport passengers and by 20% for motorcycles and trucks with a maximum permissible weight of 16 tons or less.

The press service of the regulator reported that the share of owners of such vehicles is about 4% of OSAGO policies. Rates in this category have remained unchanged for more than two years, but spare parts have become more expensive and the loss rate has also increased. Ordinary drivers who take out a policy for personal cars should not worry, the rates will remain the same.

“Motorcycle owners now pay less for compulsory liability insurance than other insurers, but the amount of damage caused to victims through their fault has become comparable to losses from passenger cars. In two years, it has grown by 32%. An analysis of statistical data on motorcycle insurance policies also revealed the need to revise the procedure for collecting damages. The draft directive provides for a change in the scale of age and experience of motorcyclists, as well as the introduction of a new coefficient depending on the power of the motorcycle,” the Bank of Russia says.

They also noted that drivers of small trucks are more likely than others to cause accidents with maximum damage of 400 thousand rubles. Such payments under their policies have doubled compared to other motorists.

The Central Bank has proposed to additionally update the values of the territorial coefficient (TC) for some regions, which will affect the cost of the policy. In 21 regions it will be reduced (a maximum of 6%), and in 18 regions it will be increased (a maximum of 10.5%).

The accident notification form will now have a QR code. It is necessary for convenient and remote registration of an accident. With its help, you can automatically go to the State Services page, where the procedure for registering an accident according to the European protocol (without the involvement of the traffic police) will be described and download a special mobile application.
