Telegram has made minor changes to its rules following the arrest of Pavel Durov in France.

In particular, the answer to the question “There is illegal content in Telegram. How to remove it?” has changed on the FAQ page.

Now the answer looks like this:

All Telegram apps have a Report button that allows you to report illegal content to our moderators in just a few taps.

On September 5, the answer was different:

All Telegram chats and group chats are private to their members. We do not process any requests related to them.

It is worth noting that the “Report” button was in group chats before. It is not in personal chats. [The Verge]
