In Russia, a state rating of public catering establishments and shopping centres (shopping malls) is planned. An experiment to introduce public rating of companies is to be carried out soon, Izvestia reports.

The system could be launched as early as 2025. The evaluation will likely be published in an open electronic register, and stickers could be placed at the entrance to the building; the authorities are also going to develop the practice of preventive visits.
It can be carried out not only on the initiative of companies, but also at the request of the supervisory body. This can reduce the burden on companies due to the absence of fines and shorter deadlines. In the first half of 2024, entrepreneurs rated more than 4 thousand professional visits with an average of 9.9 points out of 10.
According to Natalya Ryabova, deputy director of the expert legal center of the Russian Presidential Commissioner for the Protection of Entrepreneurs’ Rights, ratings should also be implemented as a means of stimulating conscientious behavior.
“Individual elements of something similar already exist, for example, star ratings for restaurants and hotels. In many information and analytical systems for commercial entities, the results of inspections are displayed in one form or another, whether violations were detected or not, and this is also taken into account when selecting counterparties,” he says.
According to Farhad Kuchkarov, an expert from the Association of Brand Companies of Russia (ABKR), companies have doubts about the mechanics of the rating. But everything can be fine-tuned after the experiment is launched and feedback is collected.
In restaurants and cafes, the average bill this summer rose by 9-11% year-on-year. A portion of soup costs Russians 318 rubles, a salad – 295 rubles, a main dish with a side dish – 337 rubles.
