This information is available in the passport of the federal project “Cybersecurity Infrastructure”, which is part of the national project “Data Economy and Digital Transformation of the State”.
TSPUs, installed in the networks of all telecom operators, filter all Internet traffic, block and “slow down” various resources. Services controlled by Roskomnadzor (RKN) install and maintain TSPUs independently. Operators often call them “black boxes” because they themselves do not know what the agency is doing with traffic on their own networks.
According to the Cybersecurity Infrastructure project, previously installed TSPUs will be modernized and new ones will be installed in communication centers between 2025 and 2030 “taking into account the development of networks and the annual growth in traffic volume.”
For this purpose, 58.97 billion rubles will be allocated from the federal budget over five years. Other activities of the federal project include a unified platform for combating fraudsters, which they want to develop with the participation of operators and banks, as well as a system for blocking phishing sites.
Roskomnadzor’s project to register “ten thousand” bloggers appeared in the database of legal acts on September 5, 2024. The regulator proposed to collect from bloggers not only the full names and data of their legal entities and individual entrepreneurs, in case of registration, but also the phone numbers and email addresses that were specified when creating the page, and the IP addresses associated with their profiles. Later, information appeared on the project page that it had been “deleted.”
