On September 9, ANO Consortium Telecommunication Technologies (ANO TT; includes Rostelecom, Element, Rostec, etc.) sent a letter to the Ministry of Industry and Trade and the Ministry of Digital Development criticizing the draft resolution and making suggestions regarding the mechanism proposed by the authorities. Vedomosti wrote about this with reference to a copy of the letter, the authenticity of which was confirmed by ANO, and the departments confirmed their receipt.

Telecom market participants are calling on the government to relax the updated requirements for recognising telecommunication equipment (TKO) as domestic. They were included in the draft government resolution prepared by the Ministry of Industry and Trade, which was published at the end of August.
The government has been asked to reduce the percentage of domestic chip use in equipment. Businesses are still unable to fully implement import substitution due to component shortages.
The companies have set the indicators for the use of domestic components in equipment as unattainable: from 2026 at least 10%, from 2028 30% and from 2030 60%.
The Ministry of Industry and Trade says the industry’s proposals cannot be described as swift and constructive. The Ministry of Digital Development responded that it was prepared to make concessions taking into account the position of ANO Telecommunication Technologies.
In September, VimpelCom invested in the developer of technology for unmanned trading Briskly (Russian legal entity Briskly LLC) through the venture fund Hive LLC. The telecommunications company received a 10.15% stake in the company during the investment round.
