The appeal claims that the absence of an OSGOP policy could lead to the bankruptcy of many small and medium-sized transporters, as the fines are excessive for their business.
According to NST, as of September 3, 2024, about 95.9 thousand carriers were registered in Russia. Among them, almost 30 thousand are self-employed and 61.9 thousand are individual entrepreneurs. The association fears that such high fines could lead to mass bankruptcies, so it proposes to differentiate penalties depending on the size of the company and the type of transport.
Taxi drivers are also calling on the Ministry of Transport to initiate changes to the Code of Administrative Offences (CAO) to differentiate fines based on the size of the business and the type of transport. The association also proposes lifting the ban on taxi drivers working in neighbouring regions, which, according to industry representatives, makes it difficult to attract drivers and reduces the efficiency of the taxi market.
According to the association, only about 25,000 self-employed drivers out of 630,000 registered have been granted permission to operate a taxi, which complicates the process of obtaining an OSGOP policy and increases the risk of fines.
Industry representatives also stress that the fines imposed on taxi drivers were originally designed for larger means of transport, such as buses or trolleybuses, and are disproportionate to the scale of the taxi business.
The OSGOP law came into force on September 1, 2024. The carrier must issue this document within 60 days from the date of entry into force of the new requirements. Otherwise, he will be fined: from 40 thousand to 50 thousand rubles for officials and from 500 thousand to 1 million rubles for legal entities.
