From November 1, banks in Russia will not be allowed to charge citizens commission for transfers to the state (C2G payments) through the Fast Payments System (FPS), the press service of the Central Bank of the Russian Federation reports.

Citizens often pay for services in nurseries, clubs and sections in this way. This also applies to the payment of fines and taxes.
“The Bank of Russia has set the maximum amount of remuneration that banks can charge their clients for such payments at zero. The new rates will come into effect from November 1, 2024,” the regulator said in a statement.
The Central Bank added that banks do not pay any commission to the regulator for making these payments. Fines for violating traffic rules can already be paid at the SBP; they plan to expand the service later. It is planned to add an option to pay through government service portals, including municipal ones, as well as at places where such services are provided.
The Bank of Russia also announced that from November 1, the limit on free transfers will be applied to transactions with electronic wallets, which is limited to 100 thousand rubles per month. Through SBP it will be possible not only to transfer money to other people for free, but also to top up their electronic wallets.
At the end of July, the Bank of Russia allowed the transfer of 30 million rubles in a single transaction. Since May 1, the Russian Federation has allowed you to transfer up to 30 million rubles a month to other banks without commission, but banks independently set a limit of 1 million rubles for a single transfer.
