According to the Ministry of Health, the legalization of online alcohol sales will make products containing alcohol more accessible, even for minors, said the deputy director of the Ministry of Finance. “The position of the Ministry of Health remains unchanged, they are against it. Therefore, the matter is not moving forward,” he said.
The Ministry of Finance determined the desire to move online alcohol trade into the legislative sphere due to the need to legalize this activity in order to reduce the volume of illegal alcohol trade on the Internet. The head of the Ministry of Finance, Anton Siluanov, spoke about this during the government hour in the Federation Council.
The Association of Internet Commerce Companies advocated for the legalization of online alcohol sales, while retailers represented by the Association of Retail Trade Companies (AKORT) spoke out against it. AKORT suggested that online alcohol sales remain a “weakly controlled and high-risk sales channel”, which can create risks for consumers.
