It should be noted that scammers often use gray SIM cards that are not registered to a specific owner. Last year, telecom operators transmitted data on 351.1 million numbers, representing 100% of their active subscriber base. From the beginning of November 2023 to the end of September 2024, the RKN identified 93.9 million violations in the reliability of subscriber data, of which 85.7 million were corrected and 6.2 million SIM cards were blocked, the publication points out.
Roskomnadzor considers violations to be non-confirmation of the authenticity of subscriber data, incorrect filling of information in the database and incomplete information.
Representatives of MTS, Megafon, T2, Beeline and T-mobile reported that one of the most popular fraud schemes are calls with notifications about the expiration of a SIM card. Attackers offer to extend its validity period and ask for a code to be dictated to them from an SMS, which they subsequently use to access personal accounts, including bank accounts.
The operators recalled that contracts with individuals for mobile communications are unlimited and only send customers messages about the need to update data, without requesting codes or passwords. Representatives of the companies also warned that calls from scammers may come from unknown numbers or via instant messengers, and recommended stopping suspicious conversations immediately.
In December 2022, the Main Radio Frequency Center of Roskomnadzor launched a unified phone call verification platform (EPVV) “Antifrod”. The system is necessary to combat telephone scammers.
For the entire year 2023, according to Kommersant, more than 750 million calls were blocked using the system. Currently, operators who own 99.6% of the numbers are connected to the system.
