“If the taxpayer acquired ownership of real estate by inheritance or through a donation contract from a family member, said period will be one year. [вместо трех]”, – states in the explanatory note.
Nilov also proposes to reduce from three to two years the period of ownership of real estate for sale without personal income tax if the property was received from a personal fund, as a result of privatization or under a life support agreement with dependents.
According to the deputy, excessive requirements for the minimum period of ownership of real estate can be an obstacle to increasing the mobility of the population between regions. Considers that the current regulation on real estate turnover is outdated and does not correspond to modern conditions.
In July 2024, the State Duma adopted amendments to the Tax Code, establishing a five-level progressive tax scale for individuals. The new differentiated personal income tax will come into force in 2025.
