The Ministry of Transport proposed to toughen the punishment for non-payment of trips on toll roads, increasing fines for cars from 1.5 thousand to 10 thousand rubles, and for trucks – from 5 thousand to 30 thousand rubles. Draft amendments to the Administrative Code are published on the federal portal of regulatory legal acts.

The agency also proposed to introduce a separate fine of 50 thousand rubles for owners of cars owned by foreign carriers and cancel the 50% discount if the fine is paid within 20 days.

“The initiative is due to the fact that the current fines are lower or comparable to the cost of the trip. Unscrupulous drivers take advantage of this: they only pay the fine, but not the ticket debt,” the ministry explained.

The Ministry of Transport believes that the new measures will protect the interests of conscientious drivers and help develop transport infrastructure more efficiently.

Previously, Izvestia reported that in the Moscow region, starting January 1, 2025, fines for non-payment of tolls on regional toll roads may increase: up to 3 thousand rubles for individuals and up to 10 thousand for legal entities. For trucks and buses, the fine will be 5 thousand and 15 thousand rubles, respectively.

On October 1, the State Duma approved in first reading a bill providing for fines of 3,000 to 5,000 rubles for dangerous driving. In the event of a repeat offense, drivers will be deprived of their license for a period of one to three months. At the same meeting, deputies rejected the proposal to reduce the speed limit without fines from 20 to 10 km/h, which was also supported by the Ministry of the Interior.
