There are technical limitations to exploring Umbra integration. In order for civilian satellites to be included in the Pentagon network, such devices must be equipped with optical communication channels that comply with Pentagon standards.
“If the study is successful, Umbra satellites will be able to transmit data directly to military ground stations, where it can be processed and analyzed along with other intelligence sources,” the SpaceNews material states.
