By 2029, Russian telecom operators will switch to completely domestic equipment for GSM, LTE and 5G base stations. According to the plan of the Domestic Solutions project, 6% of Russian equipment will be used in networks by 2025, 33% by 2027, and in 2029 the share will reach 100%. Deputy Prime Minister Dmitry Grigorenko confirmed that the project will soon undergo final approval, and the Ministry of Digital Development emphasized that from 2028 only domestic stations will be allowed to be used for LTE.
The development and production of stations is currently carried out by the companies Irtea (joint project with MTS), Bulat (supported by Rostelecom) and the Yadro brand of KNS Group. According to Irteya CEO Dmitry Lakontsev, the company signed a contract with MTS for the supply of 20 thousand base stations by 2030. Operator T2 (Tele2) plans to use Bulata stations in 67 regions by 2025 and has already installed more than 130 such stations, avoiding unnecessary dismantling of operating equipment and reducing costs.
The Ministry of Industry and Trade is considering tightening requirements for Russian production criteria, including a mandatory increase in the share of domestic components, as domestic companies such as Yadro are still dependent on foreign sources. MegaFon has signed contracts with Yadro and Bulat, but the industry is talking about equipment shortages and mass production will most likely not start before 2026.
