The total limit of insurance coverage for damage caused by a data breach can range from 5 million to 1 billion rubles, depending on the volume of personal data stored by the company, Novikov noted.

His proposal was made in the context of a discussion of the 2022 bill on negotiable fines for personal data operators who leak users’ personal information. According to Sberbank, about 3.5 billion rows of data are publicly available as a result of information leaks, which in one way or another affect 90% of Russians.

The initiative involves the introduction of modifications to article 13.11 of the Administrative Code “Violation of personal data”, increasing fines based on the number of entities whose data was made public. The maximum primary fine, according to the bill, can amount to 15 million rubles. It is proposed to punish repeated leaks with turnover fines of between 15 and 500 million rubles.

President Vladimir Putin also spoke about the need to resolve the issue of growing liability for the leak and illegal circulation of personal data at a meeting of the Human Rights Council, naming Prime Minister Mikhail Mishustin responsible for “considering the issues of establishing fines by billing” by July 1, 2023

Large companies, including Russian Railways and Aeroflot, criticized the bill on turnover fines for the need to make large investments to implement personal data protection measures.
