The State Duma proposed increasing fines for selling tobacco to children to 2 million rubles

Fines for individuals will range from 200 thousand rubles to 300 thousand rubles, for officials - from 500 thousand rubles to 700 thousand rubles, for companies - from 1.5 million rubles to 2 million rubles. Currently, administrative penalties for selling tobacco to children do not exceed 60 thousand rubles, 300 thousand rubles and 600 thousand rubles, respectively.

The deputies also presented a bill on criminal liability for the repeated sale of tobacco products to minors. This will be punishable by a fine of 50 thousand to 80 thousand rubles or correctional labor for up to one year with deprivation of the right to hold certain positions or carry out certain activities for up to three years.

In addition, fines for violations in the trade of tobacco products will be increased: from 2 to 3 thousand rubles to 10 to 20 thousand rubles for individuals, from 5 to 10 thousand rubles to 30 to 50 thousand rubles for officials, from 30 to 50 thousand rubles to 90-120 thousand rubles for legal entities. In case of repeated violations, fines will amount to up to 30 thousand rubles, up to 90 thousand rubles and up to 150 thousand rubles, respectively.

According to data from the second quarter of 2024, the majority of respondents among adolescents aged 11 to 17 did not encounter rejections from sellers when purchasing vaporizers, according to the explanatory note of one of the bills.

In April 2023, the State Duma adopted a law prohibiting the sale of vaporizers to minors. The deputies limited, among other things, the retail trade of vaporizers and their components at fairs and exhibitions, the production and sale of nicotine-containing products with flavorings and additives, as well as the open display and demonstration of vaporizers in stores.
