Kasperskaya emphasized that the development of domestic AI is carried out almost entirely on foreign platforms and programming languages. According to the businessman, the data and algorithms they contain may not meet the needs of Russian companies. This problem can be solved by developing our own tools, which Russia “does not have at the moment,” he noted.

“We need our own platforms for artificial intelligence, we need our own development languages. <...> We are completely in foreign language. Both, by the way, <...> commercially unprofitable, that is, if left to the market, the market will do nothing. And who should do this? “Probably the state should be involved,” Kasperskaya said.

The businessman compared this to the situation in the Russian market for video publishing platforms, where “six video services are fighting against one YouTube, with no obvious result.”

The director of InfoWatch also spoke about the problem of IT specialists with a “fundamental education” going abroad. According to Kasperskaya, this can be solved through closer cooperation between universities and IT corporations. Universities should develop the practice of selective recruitment, in which students after training must work for a certain number of years in the sponsoring company, he said. “If we take a student from his student days, then he is much more loyal than a person who has already managed to change 2 or 3 jobs,” said the businessman.

Experts interviewed by Vedomosti said that it makes no sense to create your own programming languages ​​for AI, which are not in demand in the global community. “Soviet information technologies were based not only on their own solutions, but also on their own standards, which were largely incompatible with world standards. Today we are based on international standards,” said Basis CEO David Martirosov.

It was previously known that Russian artificial intelligence systems, trained with government data, will check “for the presence of threats to state security and the country’s defense.” According to the passport of the federal project “Digital Public Administration” approved by the government, the FSB has been entrusted with the development and implementation of software to control AI.
