The Ministry of Industry and Trade proposed changing the list of heavy jobs with harmful or dangerous working conditions that minors are prohibited from performing. The department believes that some of them can be admitted from the age of 16, writes TASS with reference to the ministry’s responses to State Duma deputies, prepared for the legal hour on increasing the role of secondary vocational education in staffing.

The Ministry of Industry and Trade noted that the current list does not take into account “the modernization of workplaces in companies carried out over the last 20 years.” Changes are proposed to article 265 of the Labor Code, which will allow employers to hire 16-year-olds while ensuring safe working conditions, which will be confirmed by state certification and examination.

The initiative will allow industrial companies to enter into paid internship contracts with students from professional educational institutions, the ministry said. To study the changes in detail, the department, together with the Ministry of Labor, created a working group.

In November 2023, Deputy Prime Minister Tatyana Golikova stated that by 2030 there would be a shortage of 2 million workers in Russia. Personnel will be the most in demand in the areas of manufacturing, transportation and logistics. Golikova explained the labor shortage by demographic trends.

According to current legislation, minors are prohibited, in particular, from working in underground and mining operations, extracting and processing construction materials and working in ferrous metallurgy enterprises, blast furnaces and steel foundries.
