The methodology was developed by the Federal Antimonopoly Service (FAS). According to a representative of the regulator, when preparing the document the service took into account the wishes of the business community.
When calculating, it is proposed to take into account the average cost of hotel services in the region, the area of the rooms and a special coefficient established by the government.
Now event organizers complain that prices for accommodation for participants during large forums can increase five to seven times, the newspaper notes. At the BRICS summit in Kazan, hotel prices quadrupled (up to 30 thousand rubles per day), and at the Eastern Economic Forum (EEF) in Vladivostok – from three to five times.
The issue of limiting prices for hotel services during important events has been on the government’s agenda since 2021, when the FAS developed a draft law on the instructions of Prime Minister Mikhail Mishustin, taking into account the opinions of relevant ministries and departments. . According to the documents, hotels must inform guests about maximum accommodation prices during important forums; Otherwise, they face a fine of up to 500 thousand rubles.
A Kommersant source in the government stated that the new measure is necessary to protect the interests of the event organizers, who asked the authorities to solve the problem of excessively expensive accommodation for forum participants.
The FAS initiative drew harsh criticism from businesses, said Roman Yeremyan, vice president of the Union of Tourism and Hospitality. In his opinion, this contradicts the authorities’ desire to attract investment in the hotel sector, the profitability of which has recently decreased. At the same time, there are no examples of regulation of this type abroad and the alternative is to limit placement budgets for companies and state officials, the expert believes.
